Boulogne-Billancourt is a French commune in the Hauts-de-Seine department and part of the Greater Paris metropolitan area in the Île-de-France region. It is the third most populous commune in the Île-de-France region after Paris and Saint-Denis. It was formed in 1790 under the name Boulogne-sur-Seine by the merger of Boulogne-la-Petite, a parish established in 1343 around the church of Notre-Dame de Boulogne-sur-Seine, and the right bank of the Seine in Saint-Cloud.
Avenue Victor-Hugo was formerly known as Route des Princes, a term used as early as the 18th century.
