Have you considered a hanging light over the dining table?

I learned a great acronym on Reddit that really comes in handy. CRAP. color. Rugs. Art. Plants. All of these things add personality and texture to a room and personalization. Some green plants not fake plants maybe more art that is personal rather than store-bought if possible. I’d recommend some sort of centerpiece that pulls it together in your dining table and a rug underneath. Also using table cloths or placemats can add interest! you have a good room to start with! Enjoy adding your personal touch! Excuse, lazy, typing, and lack of proper punctuation shit!

I would just save money for real necessities in a HYSA or tax advantaged account. The flooring is the real elephant and just tarting up the walls is a waste of time. Ceiling is low so no wallpaper and no molding.
You could do worse than getting a nice roman blind and ditch current window stuff. Paint looks decent. I would swap that light out to something flush or semi recessed. Nothing $$ though.
What is that counter top material?
Your kids are small by the look of it, this kid dominated period is short, save up your pennies for when they are less sticky and do something more impactful with more money. It looks functional and that is as good as you get on a budget sometimes.

Maybe some wall-mounted shelves on the left wall? Then put fun doodads on em

It looks like the walls are grey and the floor is beige/tan? those colors do not go together and that’s the first thing that caught my eye. Also the gray countertops and brown cabinets, I would paint the cabinets white.
