Kindergartens and elementary schools are run by town halls, so it all depends on the town hall's policy and who they employ in the canteen. But it's true that there are things done to teach you how to eat well, etc., such as taste week.
I often look at the posted menus in front of all of the schools in my Parisian neighbourhood, and I am always impressed.

Be serious a minute: your video is fourteen (14!!!!!!!!) years old. Yes it is still mostly relevant but things have changed too. Find new videos. That video has been seen again and again and again.
Just think about 1 thing : 70% of kids food in french school go to the trash can.
That is not gourmet, it is called "food".
This is how there are fewer flat-earthers in France.
