The top right room (Room 3) is an option for the bedroom, but you hear more street noise there when the window is open.

My neighbor smokes, and the smoke sometimes drifts in through the windows in the top left, which is why those often have to stay closed.

    Looking at this layout, I’d go with room 3 for the master bedroom even with street noise issue. You can always get some good blackout curtains or white noise machine to deal with the sound, but the smoke problem in room 2 is much harder to fix and not healthy for anyone in the house. Plus with a 13 month old, you want them away from both the balcony visibility and the smoke – so room 2 becomes perfect for the little one since you can control the privacy with curtains and keep windows closed when neighbor is smoking. The street noise might actually be less bothersome than you think once you get used to it, and there’s practical solutions for that unlike secondhand smoke drifting in your bedroom windows.
