Good advice, mate. Get a survey is at the top of the list. If you plan to live long-term on the yacht, consider a steel hull; they are much stronger in case you hit something… or someone bumps into you. Around a 40-footer is a good size to live on without getting cabin-bound, and still small enough to handle singlehanded. I have a 40-footer Hout Bay built in South Africa built very strong. Absolutely love this lifestyle.
Reckon there's any value in buying something that just floats and live aboard it permanently in a marina? Something that would cost too much to make seaworthy but could easily just be at the dock eternally as is?

Same in Europe.
Interestly, sailing is not as overregulated, yet as everything else. No license required if the boat length is below 20 m (huge for one-handed sailing), if the combustion engine is below 15 Hp (10 Hp when electric), and some localized odd restrictions about sail area… that's it.
If one can stay ahead of weather then one can take pleasure at the sight that engineered zombies can't swim… 🧟🧟♂🧟♀
