Kent mansley from Iron Giant was a
villain he was just a guy doing his job
the guy is a condescending douche most
of the movie though mansley is literally
just America anybody would have the same
reactions he did if you keep getting gas
lit by a giant alien robot of course if
you came back to your car and it had a
giant bite out of it you’re going to
tell someone to come and look at this
you come back and it’s gone you’re going
to swear on everything you know that it
was there when he’s doing his job and
Reporting back what he’s seeing they
don’t believe him in his own sent him
down to investigate and they’re treating
him like he’s a child the first lead he
got was off this kid’s toy that was at
an alien sight you think I’m not going
to Hound him too of course he’s going to
press his best lead every day especially
when his mom allows him to stay at the
house then mansley inherently wasn’t
wrong about the giant he was here to
kill us just that this one forgot its
objective he’s a good antagonist because
to a certain degree you understand

Idk how you can argue that Kent isn’t a villain when he A: inserted himself into a kids home and proceeded to do everything he possibly could to exert power over that kid, up to and including telling Hogarth he’d take him away from his mom and clorophorming him. and B: CALLED A NUCLEAR STRIKE ON AN AMERICAN TOWN WITHOUT AUTHORIZATION
Kent Mansley was justified up to a point. He started losing the plot for me when he interrogated and drugged Hogarth. Not to mention when he lied about Iron Giant killing Hogarth, and of course launching the nuclear missile in fear induced rage not stopping to think that if the Iron Giant was in front of them they would all die in the process.
Caveat, until the nuke
Guy launched a nuke illegally, forgetting that it would not only wipe out an innocent town, but also himself as well. I don't know if that makes him a villain but it does make him an idiot.

As a kid he was a dick. As an adult, i kinda feel him.
But at a certain point, he wasn't just doing his job, he just wanted to be right. And he was so up his own ass he was willing to nuke himself and an entire town because he couldn't handle that he was wrong.
He's more of a antagonist than a villain. Trying to do his job, but only escalated it.
He is not evil.
