US President Joe Biden asked Congress to approve an additional $33 billion in military and economic assistance to Ukraine in a speech at the White House on Thursday. Earlier, UN Secretary-General Antonio Guterres visited Kyiv suburbs where Russian troops reportedly committed atrocities, and called on Moscow to cooperate with an International Criminal Court (ICC) investigation into possible war crimes.
