Looks like you already have your solution: The basket on the bottom shelf of the end table. Put stuff like the kleenex and lotion and anything else that doesn’t need to be within reach 100% of the time.
Get a small decorative tray for the stuff that has to stay on top of the table.

I let the crap build up until you can’t see the surface anymore. Then I play Jenga with a few more items until it is inconvenient for me and then I clean up the crap. Works like a charm.
