I would argue that France is what I like to call a sleeper domination Civ it all concerns Katherine’s abilities with her spies and Espionage The Black Queen version gets one extra level of diplomatic visibility against all other cives and all our spies start with one free promotion when spies get their second promotion they become secret agents and can increase diplomatic visibility with another Nation by two more levels each level of extra diplomatic visibility you have against someone they don’t have against you gives you plus three combat strength against them potentially making this plus n then you have leg guard Imperial an industrial era melee unit unique to France that gets plus 10 combat strength on its home continent with the nationalism Civic you could also combine two of these units into a core for another plus 10 combat strength combining all this gives you an industrial era unit with plus 29 combat strength against your neighbors throw in an industrial era great General like Napoleon for the authentic French experience I’m R cidic and I’ll see you in the next era

This is great, but I feel like it loses a lot of value by not being usable in the early game.
Listen okay it’s all fun in games saying sleeper domination build until we pull on Babylon or Russia that literally can do any victory and are both super over powered but Babylon is cheesy Russia is just biased

Their tourism bonus really aren’t great so my CV usually comes from stealing my neighbors lands to build national parks and maybe their wonders and Great Works if I’m lucky
