ah, the Heston Blumenthal's recipe. This is basically why most home cooked fresh fries are worse than a frozen one. Because those basically how the semi-fabricates for a fries are made. Soak, boil for a 3-4 minutes, let the steam out. This makes starch to cover the outside of the potato slice, acting as a natural "breadcrumbs" layer and speeds up the cooking process while frying. While regular fries (cut the potato, throw into oil) are gonna be soggy after cooling down, those remain crispy and crunchy. Restaurants usually prepare those in bulk, freeze and cook to order. When I worked in a restaurant I remember spending hours at Thursday evening preparing those for the weekend.
