It a utility area. My advice is to keep it clean and tidy and just accept the fact that you don’t have a finished laundry area. My washer/dryer is in an unfinished basement down super steep stairs. It is what it is.

What’s the moisture situation? Can you paint or cover the particle board with a good vinyl peel and stick wallpaper? Def consider wood covers for wire shelves if you’re not into installing real ones yourself.
