This is my half bath on my main floor. I want to do wall panelling for 2/3rds of the wall and then wallpaper for 1/3rd (I could also flip those depending on what would look better). Is there a way I can make some sort of panelling work with this weird wall ledge that is across from the toilet? I’m going for a moody burgundy vibe and the wallpaper I’d like to use is the last photo!

I would just wallpaper the entire space. Because the room is rather small, I think wallpaper and paneling and the ledge will result in a lack of cohesiveness. There will be too much going on. I like the paper you have selected; the large scale pattern should create sufficient interest.
