Yep totally safe – that is just the sediment of an unfiltered wine. A lot of sparkling wines are disgorged but seems like this was not – which is not uncommon in the case of pet-nats (natural and unfiltered sparkling wines). My guess is the bottles spent a decent amount of time upside down during shipping, which is why it’s all concentrated near the cap.

My *guess* is the bottle was stored upside down and some sediment got caught in the opening, which if that is the case there’s nothing to worry about. Without any other information I’d probably still drink it but at the end of the day, when in doubt throw it out.
