It’s called a pasta arm. Fills up large pots without having to take them to the sink where they may not fit under the tap.

Plumber here – as others have said, that’s a “pot-filler faucet”, for filling pots on the stove. Most of the time those are fed with cold water (unless the customer request hot water). You don’t see these in every home because they are expensive. Most of these faucets are $600-$800 or more, PLUS the labor/materials/installation cost, so they are not cheap.
