First – depends if you own the wall or not. I’d paint the wall regardless. Then I’d get some netting and affix it to the wall and invest in some climbing vines like clematis. Get a couple small trees like japanese maples.
Absolutely do not plant ivy. Ivy is a hazard and extremely invasive and you will definitely regret it when you have it everywhere.

I would power wash it and paint it, or if you know an mural artist that you like their work, have them paint something nice on it.

I would plant an evergreen tree in the far corner, where the wall ends. Abrovitae is not my favorite but it would do the trick, in this case.
I would not paint the wall. I would power wash it and clad in natural wood slats. Then I would plant some kind of climbing, dense, NATIVE plant. Do your research and see what’s native in your area. Please don’t plant invasive ivies.

I sort of love it?? What do you dislike about it? I think the direction you should go in depends on what outcome you want. Do you want it to disappear into the yard? Ivy, lattice, trees, shrubs. Want it to stand out? Clean it up, paint, mural.
If it were me, I would embrace it! I think it’s unique and has a lot of character. I would maybe put an arbor, a bench, some shrubs, some vines, and make it a destination.

Depending on where you live in the world don’t plant ivy if you’re talking about English ivy. It’s horrifically invasive and will take over your whole yard and your neighbors and you’ll be fighting it for years.
If you want to go with a climbing vine try Virginia creeper or coral honeysuckle (both assuming you live in the US)

Having just just spent hours pulling out ivy, which had crawled over from my neighbors yard under the fence and taken over a large space on my property, agree, do not let ivy take control.
I don’t think Virginia creepers is much better. It doesn’t add anything, it seems as totally invasive, and some people such as a former neighbor of mine, have allergic reactions to touching it. So I had to do the cleaning up of it for both of us.
