Should I colour drench this room a dark blue?
It is an old Victorian terraced house so ceilings are quite high. It also gets a lot of light in the day.
Will be like a snug room. So lots of ambient lights and plants. Bookshelves, a nice arm chair and rug etc.
But I don't know if colour drenching is the way or just have the walls painted?

Depends on the blue- if it’s a royal blue no. But a soft navy? Could be amazing.
It also depends on your personality. It will get very “heavy” feeling fast so you must decide if it’s worth it or not.
