Moving into this house. It's needs all walls painted and all flooring replaced. It has paneling like this in several spaces, with a thin chair rail at the top. There is some discoloratuon in the paneling in one room. We do not want to paint all the wood trim. We are painting the walls a near-white neutral tone.
Should we paint the paneling a darker color from the same family AND paint the chair rail that same color.
Should we paint the paneling a darker color and LEAVE the chair rail unpainted.
Should we paint the wall and oensling the same color and leave the chair rail unpainted.
Should we paint wall, chair rail, paneling all the same color.
We are not painting window, door, or base trim.

What flooring are you putting in.
Get a crowbar and take it off. It will look like shit painted. It has zero redeeming features. It is DIYable. Don’t bother wasting time with anything else. You will need to do some wall repair assuming there is wall underneath. Try taking a piece off and see what you are working with. You will need some new baseboard but that will be a blessing.
If you want to paint the panelling and walls the same make sure you get it done professionally. May look off otherwise.
That’s a good option and one I would probably go for. A nice simple one that won’t date.
I personally think the blocky look of a two different colors looks somewhat institutional as well as dated. I might think different if it were a big grand period house and the panels taller. You’ll also want to be putting furniture in there and having that added visual break line of color is distracting and messy imo.
