I want to add curtains but not sure where/what kind to put up. The heater pipe and radiator are not moving and there is a window AC in the center. The curtains will likely mainly be open towards the sides.
Should the curtain rod go towards the ceiling, above the frame, or on the frame?
Should the curtains stop above the heater, midway, or to the floor?

Roman shades? They don’t fit your criteria, but they wouldn’t be in the way of the radiator.

Curtain rod up high, add some width with heavy curtains framing it, gives it a less boxy feeling.
