A renter doesn’t need a bathroom to feel “cozy” but Clean, Fresh, and neutral enough their own if they’d like to. That said- find a way to make it so they have 1-2-or 3 options for lighting. (Very warm and dim, neutral bright for everyday-all-day-use, and bright-bright for cleaning and deep pore cleaning) Neutral shower curtain. Regrout if you need to. Throw in a plant if you want to add a level of freshness to the space.
