Century home with an aging rental bathroom – any advice on how I can improve it to be clean & inviting on a budget?

I’ve since added the shelf for storage, and peel-and-stick to the cabinet fronts, but it’s still very crammed and dirty despite scrubbing everything. I was thinking breadboard? Thoughts?
